It's been mooted here for a while that we need to think about having a computer competence test before people are allowed to access the 'net. It seems that we are no longer along, El Reg (http://www.theregister.co.uk/2008/01/21/computer_competence_tests/) has started a discussion along similar lines.
Makes an interesting read.. and I tend to agree with it.
I believe the 'net should be what it was intended for, before the commercial sector poked their nose in, that is a great free for al. It was much more fun in the old days. ;D
I agree, Alf, but as it has become a mass market product, the 'innocent' have put the 'knowledgeable' at risk. It's that, I feel, which really has to be addressed.
I feel that something is require, at least to ensure that every PC has adequate security and protection before it is able to access the Internet.
The biggest problem, I suspect Simon, is how to ensure people keep their systems current. It's why Gary and I have kicked around the idea of dumb terminals in the past, with all the software being maintained server-side by the ISPs.
