It was my understanding the OfCom have changed the rules and mobile companies are now barred from selling data-only sims. All sims have to have full access to all services. To quote the kenstechtips article "This follows an Ofcom ruling on net neutrality in 2018 which said that mobile networks shouldn't discriminate based on the type of device and based on the equipment you're using to access their network."
Of course open to correction if I'm misreading things.
Just had a very quick read through, and the rulings seem to be centred around making SIM cards available to use in other devices, "so basically, you should be free to use any SIM in any device that you want to". I've not seen anything that says data-only SIM cards are banned, or indeed, anything that says that a provider must include a phone service with it's data SIMs. I assume these are designed to be used with Dual-SIM devices, so IDNet would provide the data, and you would stick to your usual mobile operator for phone services?
Likewise, I could be misreading things, but I wouldn't have thought IDNet would have overlooked any Ofcom rulings.

Vodafone still do a special V sim for things like 4G cameras or IoT devices, I use one for a Arlo security Camera and the sim is £4 a month for unlimited data, but it cant be used in phones etc. https://eshop.v.vodafone.com/uk/v-sim
