If you don't recognise the number don't call it , it's prob an advert
Not sure it's a scam tho,not unless it has a clicky embedded in it.

0712 xxx xxxx is not a mobile number.

It's in the "personal numbering" range and could cost up to 50p/minute from a landline, and who knows what from a mobile. It's in a new number range that isn't currently listed in BT's Price List.

It's not a new scam, it's an old one and an attempt to get you to part with your bank details I believe. The 'sign in' should contain a hyper-link probably taking you to what is now a suspended website.

They are all old ones. Just about every internet/email scam has a paper/telephone counterpart that they tried before the days of the net. The net just allows for massively quicker and more attempts.
