They may have fixed that bug, but I'm sure there is another 'undocumented feature' that will cause issues, there always is with complex soft/firmware.

Should I update my new Ipad Mini as the issues addressed in the update don't appear to affect my Ipad?

I think the answer is probably yes as the updates tend to be cumulative ie you'll get it next time in addition to the rest. I updated mine and it still works. ;D
