Could it possibly be the dial tone you get if you have a new message on the 1571 service ?

Does 1571 show you as having any messages? A call that came in while your phone was engaged may go to 1571.

Yes if you have a message that you haven't accessed/listened to then the dial tone is different to inform you of the existence of the message. Just dialing 1571 and listening to the message clears it so the dial tone returns to normal.
