I know it can be used in router only mode, but not whether it can directly do modem only. What are you trying to achieve?

I am having problems with IPv6 on the Billion and I have another router that does it well, but I would like to keep the Billion's excellent modem.

Not tried it and can't anymore (FTTC) however you can under WAN profile set the Wan Profile > Profile port - ADSL to 'Pure Bridge',whether that will permit a PPPOE connection  not certain but there's only one way to find out.
