Will be ok here as the cabbies in MK spend most of their time on their mobiles (both day and night) so they will soon complain to the respective operators even if they don't notice the drop off in usage.
Mind you the council has started turning off street lamps round here.

No they have their own mobiles and they rent O2 XDAs from the cab firms which run the job management software and sat nav which most of them drive by.
We didn't have sat navs when I started! ;D
You probably had to do 'the knowledge' of your local area too which allegedly they have to do here too but then again I don't think they do if they have the money if you know what I mean.
It's very rural here, so while there is a basic knowledge test now, there wasn't when I started, roughly 26 years ago. All you needed then was a basic medical, and the money for your hackney licence, and off you went! I learned as I went along.

Do they not have a sleep mode already? Just power down everything except a small listening/pinging request to keep track of mobiles. Then, when a call is sent/received power back up?
I don't know, I did know a guy who would know on one of the forums I mod on but he's not signed in for a bit.
