Different VP @ exchange probably.
unless you were able to trace the physical wires from your & your neighbours premises there's no telling where they may be running...line length...wiring material...joins too.
This is strange though ... there is a vast difference between your sync speed and that of your neighbour, how far exactly are you from your exchange Coopes? You can find out here (http://www.samknows.com/broadband/search.php) if you didn`t know already :)

I can`t believe he gets 5.6MBit being so far away from the exchange? :o
Has he by any chance installed anything like Cat5 cabling which may reduce noise on his line? I can`t answer this one fully, guess he`s just hellish lucky for some reason :)
No cat5 just plain old cheap cr*p cable, and it's an extension. :'(
