I rarely shut down or even logo off my PC at work so I wonder if I could claim for the time when I'm not here but still logged on  ;D

I think the problem here is that companies are trying to run Vista on machines that barely meet minimum spec, if at all. My Vista box goes from powered off to a working desktop in ~ 45 seconds. You can't complain at that!
