Title: Displaying a banner at the top of an SMF install

Occaionally the admins place a banner at the top of the forum when there is a service outage.

I am in the process of setting up a forum and want to draw to the attention of visitors the privacy and cookie policy so they can never say they haven't seen it as the ICO's advice (if you can call it that) is confusing to say the least.

So, how is it done?

I'm running SMF 2.0.2

Go to the ACP, then newsfader, Mitch.

Or amend the theme or add extra HTML in to the forum files.
